The analog switch-off in a cable dominated television landscape. Implications for the transition to digital television in Flanders.Lieven De Marez, Laurence Hauttekeete & Pieter Verdegem - 2009 - Communications 34 (1):87-101.
Flanders will complete the migration from analog to digital terrestrial television by the end of 2008. Despite the cable dominated television landscape, the Flemish government is aiming at a smooth transition from analog to digital terrestrial television. Therefore, a multi-methodical study has been set up by order of the Flemish government to understand the specific features and needs of analog antenna viewers and their expectations for the analog switch-off. The study shows that there are three distinctive types of analog antenna (...)

Interpreting the History of Evolutionary Biology through a Kuhnian Prism: Sense or Nonsense?Koen Tanghe, Lieven Pauwels, Alexis De Tiège & Braeckman J. - 2021 - Perspectives on Science 29 (1):1-35.
Traditionally, Thomas S. Kuhn’s The Structure of Scientific Revolutions (1962) is largely identified with his analysis of the structure of scientific revolutions. Here, we contribute to a minority tradition in the Kuhn literature by interpreting the history of evolutionary biology through the prism of the entire historical developmental model of sciences that he elaborates in The Structure. This research not only reveals a certain match between this model and the history of evolutionary biology but, more importantly, also sheds new light (...)

No Association Between the Home Math Environment and Numerical and Patterning Skills in a Large and Diverse Sample of 5- to 6-year-olds. [REVIEW]Laure De Keyser, Merel Bakker, Sanne Rathé, Nore Wijns, Joke Torbeyns, Lieven Verschaffel & Bert De Smedt - 2020 - Frontiers in Psychology 11.
Selecting a large and diverse sample of 5–6-year-old preschool children, we aimed to extend previous findings on variability in children’s home math environment and its association with children’s mathematical skills. We operationalized mathematics in a broader way than in previous studies, by considering not only children’s numerical skills but also their patterning skills as integral components of early mathematical development. We investigated the effects of children’s gender and socioeconomic status on their home math environment, examined the associations between children’s home (...)

Accessing medical biobanks to solve crimes: ethical considerations.Nina F. de Groot, Britta C. van Beers, Lieven Decock & Gerben Meynen - 2021 - Journal of Medical Ethics 47 (7):502-509.
Millions of human biological samples are stored worldwide for medical research or treatment purposes. These biospecimens are of enormous potential value to law enforcement as DNA profiles can be obtained from these samples. However, forensic use of such biospecimens raises a number of ethical questions. This article aims to explore ethical issues of using human bodily material in medical biobanks for crime investigation and prosecution purposes. Concerns about confidentiality, trust, autonomy and justice will be discussed. We explore how to balance (...)

De samenstelling van de kandidatenlijsten in de Vlaamse partijen.Jan Ceuleers & Lieven De Winter - 1986 - Res Publica 28 (2):197-212.
This paper describes the common techniques used in the constitution of candidates-lists for parliamentary elections. A common feature of these techniques is the consultation of party members. But the way in which this is done differs among the parties. AGALEV, the ecologist party, offers every member the possibility to have his say about every candidate. The socialist party uses this system in two constituencies ; in the other constituencies a special congress decides. The christiandemocrats, the liberals and the Flemish nationalists (...)

In spite op compulsory voting, the number of non-voters increased at the last general elections in Belgium to 7.3 per cent. This evolution can largely be explained by demographic factors. The number of blank or invalid voters reaches nearly the same level. Concerning this form of political non-participation, we noticed considerable differences occur between the types of elections due to factors such as the importance and the proximity of the proper institution, the social distance between candidate and citizen and the (...)

The Belgian political system is of ten qualified as a particracy, this is a variation of the classical parliamentary democracy, in which political parties dominate the political decision-making process more than the other subsystems, such as parliament, the government, the public administration, the judiciary power, the broadcasting institutions, the written press etc. This preponderancy is achieved by the partypolitisation of the positions in and the functio ning of these subsystems.Partyleaders exert nowadays a major influence on the constellation of a new (...)

At the general elections, the Belgian voter can either vote for an entire party or vote for a candidate on that list. The general, elections of november 8th, 1981 featured a notable fall of the percentage of preferential votes by 4,46 %, although this proportion was steadily rising since 1958, by an average of 3,67 % each election year.Although the use of preferential votes is varying from one constituency to another, and from one party to another, the order of constituencies (...)

The lists of candidates, proposed by the parties for the Belgian general elections, is quite determinative. Due to electoral code arrangements, and, notwithstanding the growing proportion of preference votes, only thosecandidates who are placed within the «necessary sequence» of the lists get actually elected. Consequently, the Belgian voter does not appointthe mandataries, hut only the number of mandates due to the several parties. The statutes of the three major Belgian parties, provide large participative opportunities for their members, through the so-called general (...)

The «law of weak parliaments» states that parliaments with small competences only attract weak candidates, which in turn weakens the parliament even more.Research concerning the Belgian delegates to the European Parliament from 1952 to 1979, confirmed this law, but also qualified it by showing that the downward trend can be crosscut when the parliament gains importance as an institutional platform for a social movement, in this case for the European integration.

Officiële en reële omvang van het absenteïsme bij de na-oorlogse parlementsverkiezingen.Lieven De Winter - 1978 - Res Publica 20 (4):685-692.
In the official statistics, the total number of nonvoters in the post-war parliamentary elections in Belgium, is considerably over-estimated. This is caused by the method of updating the lists of voters, so that many people who appear as nonvoters, are regular voters who died after the moment of updating, but were not droppedfrom the lists. In this article, we endeavoured to calculate the number of deceased voters, who still appear on the lists, using the monthly death-rates of the total Belgian (...)

Welch :263–279, 2017) has recently proposed two possible explanations for why the field of evolutionary biology is plagued by a steady stream of claims that it needs urgent reform. It is either seriously deficient and incapable of incorporating ideas that are new, relevant and plausible or it is not seriously deficient at all but is prone to attracting discontent and to the championing of ideas that are not very relevant, plausible and/or not really new. He argues for the second explanation. (...)

In this article, we integrated the data of four inquiries, concerning various activities and features, computing the relations between all these quantitative variables by partialcorrelation and multiple regression techniques.Remarkably, the most determing factor of the amount of preference votes of a candidate seems to be his various activities in parliament. His clientelist activities and his personal electoral campaign influence also, but in a lesser way, the cast of these votes. Parliamentary seniority correlates positively with the number of cumulated offices, which in (...)

Party encroachment on the executive and legislative branch in the Belgian polity.Lieven De Winter - 1996 - Res Publica 38 (2):325-352.
The grip of political parties of central government actors in Belgium was most striking in the 1970s and 1980s. In this period Belgium, like Italy, constitutes a very strong case of partitocracy. Yet, white the Italian partitocrazia collapsed brusquely in the early 1990s, the Belgian particratie underwent a number of gradual modifications, which prevented the complete collapse of the partitocratic system and to some degree restored the governability of the country. This article presents for each sector of central government first the (...)

The article deals with the way in which authority was established and interpreted by teachers and students in two Flemish sixth-grade mathematics classrooms. Problem-solving lessons during a seven-month observation period were analysed regarding three aspects of teacher?student interactions that explicitly or implicitly reflect who bears mathematical authority: (1) to whom were students allowed to ask for help; (2) who was allowed to answer students? mathematics-related questions; and (3) who was allowed to evaluate students? responses. For each of these aspects, we (...)

The force of inertia. A Sartrean perspective on resistance Although Sartre’s philosophy of freedom is often considered as a philosophy of resistance, rooted in the experience of the Second World War, Sartre did not formulate a full-blown theory of resistance. However, his Critique of Dialectical Reason contains a wealth of material that allows a rethinking of the notion of resistance. In much of the literature, this notion is inflated so as to include action, opposition, struggle, exodus and a range of (...)

In two papers in the mid-seventies, Quine has discussed an ontological deba-cle, the reduction of ontology to an ontology of pure sets only. This debacle, which weakened Quine’s interest in ontology, is the natural outcome of on-tological relativity, or, more precisely, the proxy-function argument. It is ex-plained how Quine unavoidably came to this conclusion. Moreover, it is ar-gued that the result is even more damaging for Quine’s philosophy than has hitherto been assumed. It is shown that in addition to an (...)

The volume assembles thirteen essays on logic, language and meaning, and is preceded by an introduction by Paul Gochet. Most of the papers were published between 1981 and 2000 in European journals such as Dialectica, Logique et Analyse, and Erkenntnis. The papers stand alone, yet throughout the book an overarching view of the relationship between pragmatics and semantics transpires clearly. Callaway defends a midway position between American analytic philosophy and American pragmatism. The result is a blend of Quine's scientific philosophy (...)

Climate change threatens humanity more than anything else. If we talk of nationalism, we ought therefore consider its pros and cons in light of the climate emergency. Anatol Lieven believes that civic nationalism along the lines of Chaim Gans, David Miller, and Yuli Tamir helps combat global warming. He thinks that when nationalists recognize that climate change is just as threatening to the survival of their nation-state as wars, they will make the sacrifices necessary to avert the threat. Traditionally, epistemologists have held that only truth-related factors matter in the question of whether a subject can be said to know a proposition. Various philosophers have recently departed from this doctrine by claiming that the answer to this question also depends on practical concerns. They take this move to be warranted by the fact that people’s knowledge attributions appear sensitive to contextual variation, in particular variation due to differing stakes. This paper proposes an alternative explanation of the aforementioned fact, one (...)

In a famous critique, Goodman dismissed similarity as a slippery and both philosophically and scientifically useless notion. We revisit his critique in the light of important recent work on similarity in psychology and cognitive science. Specifically, we use Tversky’s influential set-theoretic account of similarity as well as Gärdenfors’s more recent resuscitation of the geometrical account to show that, while Goodman’s critique contained valuable insights, it does not warrant a dismissal of similarity.
